Energy Conservation and Production Act

The Energy Conservation and Production Act (ECPA) was enacted in the United States in 1975 in response to the 1973 oil crisis. This act was designed to provide a comprehensive federal policy approach to energy management.[1]

Strategic Petroleum Reserve

One of the primary outcomes of the ECPA was the establishment of the Strategic Petroleum Reserve (SPR). The SPR was created to store emergency supplies of petroleum, which could be released in response to significant disruptions in energy supply.[2]

Energy Efficiency

The act initiated the Energy Conservation Program for Consumer Products, setting minimum energy efficiency standards for various appliances and equipment, encouraging energy conservation among consumers.[3]

Corporate Average Fuel Economy (CAFE) Standards

ECPA introduced the CAFE Standards to regulate fuel economy for vehicles, aiming to decrease energy demand by enhancing vehicle efficiency.[4]

Presidential Authority

The act also provided the executive branch with additional powers to manage energy crises, including authority to mandate the allocation of materials and equipment to maximize domestic energy supplies, and to impose emergency measures like energy conservation and rationing.[1]

Loan Guarantees for Coal

The legislation authorized loan guarantees for the development of new underground coal mines, aiming to increase domestic energy production by promoting the use of coal, particularly low-sulfur coal.[1]

Restrictions on Fuel Use

It extended the authority of the Federal Energy Administration to require power plants to use coal instead of natural gas or petroleum products, thus reducing the demand for these fuels in power generation.[1]

Amendments and Updates
